IIR Centenary Dinner and Technical Day
14 October 2008

As part of the NZ Cold Storage Association Conference, the NZ National Committee of the International Institute of Refrigeration (IIR) has organised a Technical Day and Dinner to celebrate the centenary of the IIR.  The theme of the day is "Refrigeration - the Next 100 Years."

If you have material that you would like to present at the Technical Day, we are now calling for papers.

Topics could cover a wide range of research, new developments, new applications, new products etc relating to all aspects of refrigeration.

Change to Emissions Trading Scheme Bill

Communication has been received regarding a change to the ETS Bill.
Wayne Hennessy of CRL Ltd prepared a paper for the Ministry for the Environment on implications of different ways HFCs might be included, price impacts for imported refrigerants and ways to avoid local equipment manufacturers being disadvantaged. MfE has recently released this paper - Synthetic Greenhouse Gases and the Emissions Trading Scheme June 2008 CR43.

Wayne explains that, on the basis of submissions received, the Select Committee has decided to amend the ETS legislation so that HFCs would not be included until 2013 (instead of 2010). There will be ongoing consultation with industry stakeholders, especially regarding ways to include refrigerants imported in refrigeration and air conditioning equipment (including vehicles). It is proposed in the Bill that a voluntary reporting scheme be established in 2011 and a mandatory one in 2012 before the ETS obligation (with price impacts) is imposed in 2013.

It is unclear at this stage whether the government has the numbers to pass the ETS Bill before the House rises or whether it will be held over to the next Parliament after the Election. No matter which major party leads the next government, it would be reasonable to assume that some form of ETS legislation will be in place within 12 months. The detailed regulations on HFC reporting etc would be developed later with industry consultation.

EECA Innovation Fund

Solar Water Heating and Heat Pump Water Heaters

EECA has announced the opening of the next round of funding for the contestable Innovation Fund. The fund provides support for the growth and development of solar water heating and heat pump water heating.
